Start with the rules, then the design

Cannabis packaging is shaped more by regulation than by taste. Each state has its own requirements for warning panels, universal symbols, THC content, batch information, opaque or non-appealing artwork, and, in many places, child-resistant packaging. Sizing and fit

Measure the inner container, not the product. A glass jar, a tin or a cartridge tray is the thing the carton actually receives. Add about one eighth inch of clearance per side and check whether the container has a label that adds thickness. If the carton holds multiple items, such as a jar and a lighter, account for both. Overly tight cartons are slow to load and can scuff finishes, while loose ones rattle on the shelf.
