What a pre-roll box actually has to do
A pre-roll is fragile in a way most products are not. The cone is paper, the contents are loose, and the tip crushes if anything presses on it. So the box has four jobs at once, and they pull against each other.
It has to hold the cone still. A pre-roll rattling inside an oversized carton will arrive bent at the tip and shedding into the corners. It has to protect against crushing, which means either a rigid wall or a snug interior that transfers pressure to the board rather than the product. It has to carry a compliance panel that in many markets is larger than the brand artwork. And in most licensed markets it has to resist being opened by a young child while still being usable by an adult with limited grip strength.
Those last two are the ones that catch brands out. A design that looks finished on screen often loses a third of its front panel once the warning symbols, the batch and test data, and the required text are placed. We lay that panel out first for exactly this reason.

Child resistant packaging, and what certification really means
This is the part of pre-roll packaging that is most often described loosely. Here is the accurate version.
The child resistant standard everyone refers to comes from the Poison Prevention Packaging Act and lives at 16 CFR Part 1700, administered by the Consumer Product Safety Commission. The testing protocol at 16 CFR 1700.20 puts the package in front of a panel of children aged 42 through 51 months in pairs, and separately in front of a panel of adults aged 50 through 70, and measures how many children get in and how many adults can open and properly reclose it. Cannabis is not federally scheduled as a regulated household substance under that act, so the CPSC does not certify cannabis packs directly. What happens instead is that individual state cannabis programs write the 16 CFR 1700.20 protocol into their own rules and require licensees to hold a test report for the pack they use. That is why a supplier cannot honestly tell you a box is child resistant in the abstract. Certification attaches to a specific physical construction from a specific converter, tested as a finished unit.
What that means for you in practice. If you need a certified pack, either choose a construction we build to a tested design and provide the report for, or put a certified tube inside a printed outer carton so your artwork can change freely without touching the tested component. Changing print on a certified box does not invalidate the test. Changing the closure geometry, the board weight or the insert does.
Cone sizes and what fits
Pre-roll cones come in a small number of standard lengths. Getting the interior right starts with knowing which one you are filling.

The interior length of the box is the cone length plus roughly 4 to 6mm of clearance so the tip is never loaded. Width is where the arithmetic gets interesting, because cones taper. Laid side by side all facing the same way, a row of cones needs the widest point multiplied by the count. Alternated tip to open end, the same row fits in noticeably less width, which is why most five and seven packs use an alternating tray. Board, print and finish choices
Most pre-roll cartons run on SBS paperboard between 14 and 24 pt. Fourteen point is fine for a single that will be handled once at the counter. Eighteen to 24 pt is the right call for a multi pack, for anything with a slide action, and for any box that will sit in a display and be picked up repeatedly.
Kraft board reads as natural and takes ink differently. Colors print duller and lighter tones disappear, so kraft either wants a white ink underbase where you need accurate color, or a design that leans into the brown. Recycled content is available on both.
On finishes, soft touch lamination is the single most effective upgrade for a premium single, because a pre-roll box is a product the customer holds. Spot UV over a matte laminate gives contrast without adding a second print pass across the whole sheet. Foil works well on small marks and badly on large solid areas, where it shows every handling scuff.
What a pre-roll box is not the right answer for
If the product needs a moisture and oxygen barrier for months of shelf life, a paper carton on its own will not do it. Terpenes are volatile and paperboard is not a barrier. In that case the carton is the outer and a sealed tube, a barrier pouch or a jar carries the actual protection.
If you are shipping direct to consumer rather than supplying a dispensary shelf, the pre-roll carton is still not the shipper. It goes inside a corrugated shipping box with void fill. A folding carton posted on its own will arrive crushed.
And if your counts change constantly, a fixed multi pack tray is the wrong investment. A single format plus a counter display gives you flexible merchandising without a new dieline every time.
