The Agriculture Improvement Act of 2018, the 2018 Farm Bill, removed hemp from the definition of marijuana under the Controlled Substances Act. Design the panel before the brand. In practice a hemp product carton normally needs cannabinoid content stated per serving and per container, a batch or lot number that ties to a specific test, a scannable route to the certificate of analysis, an ingredient declaration, the responsible company’s name and address, and any state mandated warning text.

Two details make the difference between a panel that works and one that does not. The QR code has to be large enough to scan from a phone at arm’s length on the finish you are actually printing, because matte and soft touch surfaces scan differently from gloss. And the batch coding area has to be clear of artwork so a coder can print onto it legibly, rather than over a pattern.

Do not put a therapeutic or disease claim on the box. That is the single most common reason hemp products get letters.

Hemp fiber as a packaging material

This is the other meaning of hemp packaging and it is a genuine option, not a gimmick.

Hemp fiber is long and strong, and hemp pulp can be blended with wood pulp to make paperboard. In practice most hemp paperboard on the market is a blend rather than 100 percent hemp, because pure hemp board is expensive and its supply is limited. The material has a visible natural character, slightly flecked and warmer than standard kraft, which is precisely why brands choose it.

The trade offs are worth knowing before you commit. It costs more than standard board. Color and texture vary more between runs. Print reproduction is closer to uncoated stock than to coated, so fine detail and photographic images do not hold as well. And availability is narrower, so lead times can be longer.

Where it works, it works well. A hemp brand using hemp blended board, stated plainly and honestly, has a material story that no printed leaf graphic can match. Where it does not work is as a substitute for a claim you cannot otherwise support.

Child resistance, and what certification means

Where a state requires child resistant packaging, the rule normally references the federal protocol at 16 CFR 1700.20, administered by the Consumer Product Safety Commission under the Poison Prevention Packaging Act. It tests a finished package against a panel of children aged 42 through 51 months and separately against adults aged 50 through 70.

Certification attaches to a specific tested construction, not to a style of box and not to artwork. Changing the print on a certified pack does not invalidate the test. Changing the closure geometry, board weight or insert does. If you want certification with full design freedom, put a certified inner component inside a printed outer carton.

What a hemp carton will not do

It will not preserve the product. Cannabinoids and terpenes degrade with light, heat and oxygen, and paperboard is not a barrier to any of them. That protection belongs to the primary container, whether that is amber glass, a sealed tube or a barrier pouch. The carton adds a second light barrier, which helps, and does the branding and compliance work.

It is also not a shipper. Direct to consumer orders need a corrugated mailer box around the unit cartons.
